E-TENDER NOTICE

Hiring of Group Health Insurance Services

RFP No. PSW/PROC/24-25/HR-250-2

Pakistan Single Window (PSW), the designated operating entity for the PSW system under the PSW Act, 2021 and incorporated as a Section 42 company under the Companies Act, 2017, invites sealed bids from eligible insurance companies for the provision of Group Health Insurance Services.

Eligible bidders must:

• Be rated at least “AA+” by PACRA or VIS with a Stable outlook.

• Hold valid registrations with SECP, FBR, and all other relevant authorities.

• Appear on the Active Taxpayers List of the Federal Board of Revenue.

• Be registered suppliers on the e-Pak Acquisition & Disposal System (ePADS) in order to participate.
  (Suppliers not yet registered can apply electronically through the ePADS supplier portal.)

1. Availability of Bidding Documents

Complete bidding documents—including terms and conditions, procurement method, bid submission guidelines, bid security requirements, bid validity period, opening procedure, evaluation criteria, performance guarantee information, and bid rejection rules—are available on ePADS and the PSW website.

Prospective bidders may request clarifications regarding the bidding documents until 15 December 2025.

2. Submission & Opening of Bids

• Bids must be prepared in accordance with the instructions provided in the bidding documents.

• All bids must be submitted electronically through ePADS on or before:

23 December 2025 at 1500 hours

• The original bid bond must be delivered to the PSW Procurement Department (address below) before the bid opening time.

• Technical bids will be opened on the same day at 1530 hours at the PSW office.

• If the submission/opening date falls on a public holiday, the next working day will serve as the new deadline.
