Buildings Division No. 1 Faisalabad invites bids for the following construction work through the E-Procurement System (EPADS), as per the Government of Punjab Services & General Administration Department notification No. SO(1&C-1) 5-4/2024 dated 09.05.2024. Only contractors registered with the Pakistan Engineering Council (PEC) for 2025-26 in the relevant category may participate. Procurement will follow PPRA Rules 2014 (with all updates and amendments).

How to Participate:

1. Contractors must register their firm on the EPADS website to participate in E-Tendering.

2. Only eligible contractors in the relevant PEC category may submit bids online.

3. Bidding documents will be available immediately after uploading this notice on EPADS. Contractors must review the B.O.Q. carefully and fill in rates for each item, with the total bid amount clearly indicated. Incomplete bids will be rejected.

4. Online bids must be submitted by 31-12-2025, 11:00 AM. Bids will be opened the same day at 11:30 AM in the office of the Commissioner, Faisalabad Division, in the presence of contractors or authorized representatives.

Earnest Money & Bid Requirements:

• Bids must include earnest money of 5% of the estimated price in the form of CDR, Bank Draft, or Pay Order from any scheduled bank in favor of the Executive Engineer, Buildings Division No.1 Faisalabad.

• The original CDR/Pay Order must be submitted to the Executive Engineer’s office by the bid submission deadline. Failure to submit the original earnest money will make the bid non-responsive.

• Contractors must also provide a registered Power of Attorney and company letterhead.

• Any false information or fake documents will result in disqualification and reporting to PEC and PPRA for legal action.

Other Important Terms:

• The procuring agency may reject all bids at any time prior to acceptance, with reasons provided on request.

• The successful bidder must submit a performance guarantee of 10% of the bid amount within 15 days of award, otherwise the bid will be canceled and earnest money forfeited.

• All applicable taxes must be paid by the contractor at the time of payment release.

• PPRA rules and circulars will be strictly followed.

• Only bids submitted via EPADS using the official DNIT/BOQ from PPRA will be considered valid.

• If a public holiday occurs on the submission or opening date, the next working day will be used.

• All bid pages must be signed and stamped by the bidder.
