The Soil Fertility Research Institute, Punjab, Lahore invites sealed bids for the project titled “Establishment of Mobile Labs – Centralized Control Room” under the Mobile Lab Project 2025 (ADP-2563). Bids are required on a whole-package basis from eligible bidders who are authorized dealers with a valid 4G license and are duly registered with all relevant tax and registration authorities, including Income Tax, Sales Tax, and Punjab Sales Tax.

Bidding will be conducted using the Single Stage – Two Envelope procedure. Only vendors registered with the Punjab Public Procurement Regulatory Authority (PPRA) may submit bids through the Government’s e-Procurement System.

Submission & Opening of Bids

• Bid Submission Deadline:
  Friday, 26 December 2025 at 10:30 AM

• Bid Opening:
  26 December 2025 at 11:00 AM, in the presence of bidders’ representatives who wish to attend.

All bids must include a Bid Security equal to 2% of the estimated cost, submitted in the form of a Call Deposit Receipt (CDR), Bank Guarantee, or Demand Draft. Late submissions will not be accepted.

Availability of Bidding Documents

• Bidding Documents are available immediately after publication on the official e-Procurement portal.

• Interested bidders may obtain further information from:
  Office of the Chief Scientist, Rapid Soil Fertility Survey & Soil Testing Institute, Thokar Niaz Baig, Lahore
  From 10 December 2025 to 20 December 2025
  Timings: 09:00 AM to 05:00 PM

The Bid Validity Period is 60 days.

The Procuring Agency will not be responsible for any cost incurred by bidders during the preparation or submission of bids. If the submission date falls on an official holiday, the next working day shall be considered the closing date.

Important Instructions

• Only electronic bids submitted through the Government’s e-Procurement system will be accepted.

• Manual or physical bids will not be considered.

• The response time for this tender will be calculated from the date it is published on the PPRA website, i.e., 10 December 2025.
