Terms and Conditions

1. Contractors must be registered on the EPADS e-procurement system of PPRA Punjab before participation.

2. Bidding documents (technical and financial) will be available online immediately after publication of this notice.

3. Technical proposals must strictly comply with the prescribed technical evaluation criteria.

4. Financial bids must be prepared according to the Bill of Quantities (BOQ) and quoted clearly in both figures and words.

5. Only technical proposals shall be opened on the tender opening day. Financial proposals of technically responsive bidders shall be opened later, as notified.

6. Bids must be submitted online through EPADS only. Submissions by post, courier, or any other means shall not be accepted.

7. E-bids must be uploaded in PDF format in accordance with PPRA Regulations, 2024.

8. A bid security equal to 5% of the estimated cost must be submitted in the form of a bank guarantee from a scheduled bank, in favor of Lahore Development Authority.

9. The original bid security must be submitted physically to the office of the undersigned before the submission deadline; otherwise, the bidder shall be disqualified.

10. Conditional, incomplete, corrupt, unreadable, or virus-infected e-bids shall be rejected.

11. All applicable taxes shall be borne by the contractor in accordance with government rules.

12. In case the tender opening date falls on a public holiday, the tender shall be opened on the next working day.

13. LDA reserves the right to accept or reject any or all bids as per PPRA Rules.

14. Response time shall be calculated from the date of publication of this notice on the PPRA website.
