Sealed tenders are invited for the works listed below on the basis of MRS-2024 (1st Bi-Annual) and Non-MRS items, under the Single Stage – Single Envelope procedure. Tenders are invited from government contractors registered with PEC and enlisted with the C&W Department under the Centralized Enlistment Policy of the Government of Khyber Pakhtunkhwa for the financial year 2025–26.

Terms and Conditions

1. Bidding documents may be downloaded from the EPADS and KP-PPRA websites after publication of this notice. Bidders must upload a clear scanned copy of the duly filled documents. Cutting or overwriting is not allowed.

2. Bid security must be prepared in favor of the Assistant Director, LG&RDD, Abbottabad. A scanned copy shall be uploaded on EPADS at the time of bid submission, while the original bid security must be sent through registered mail or courier to the Office of the Assistant Director, LG&RDD, Abbottabad, near Sarban Chowk, Link Road, Abbottabad, before the closing time.

3. Bid securities must be prepared after publication of the NIT and before the closing time of electronic bids.

4. Rates may be quoted at par, above, or below the Engineer’s Estimate.

5. The last date and time for online clarification is 01 January 2026 at 05:00 PM.

6. Additional security, if applicable, shall be governed by the relevant KPPRA notification dated 10 May 2022.

7. If rates are quoted more than 20% below the estimate, a detailed rate analysis with valid justification must be submitted.

8. Contractors or their authorized representatives may attend the electronic bid opening.

9. In case of a tie among responsive bidders, the decision shall be made through a free toss, which will be final.

10. Only PESCO-registered contractors/firms/workshops are eligible. Execution of these works shall be carried out through WAPDA-registered workshops only.

11. Contractors/firms registered with the Inspectorate of Electricity, Energy & Power Department, Khyber Pakhtunkhwa, holding a Class-E license and providing a one-year warranty as per PESCO SOPs are eligible.

12. Bidders must possess PEC codes EE-04 and EE-05.

13. Submission of false, inaccurate, or incomplete information, or failure to submit bid security in hard form, shall result in disqualification, with further action including debarment/blacklisting as per KPPRA Act and Rules.

14. Bids shall remain valid for 90 days from the closing date.

15. All prospective bidders must be registered on EPADS to obtain login credentials.

16. PEC, FBR, and KPRA registrations (active taxpayer status) must be valid for the financial year 2025–26.

17. No bidder shall be allowed to withdraw the bid until award of contract or expiry of bid validity, whichever occurs earlier.

18. Any amendments or additions to the terms and conditions shall be implemented in accordance with KPPRA Act and Rules.
