Key Terms & Conditions

1. Applicable Rules:
   All procurements will be carried out under the Punjab Procurement Rules 2014 (amended to date).

2. Submission Method:
   All bids must be submitted via the e-Pak Acquisition and Disposal System (e-PADS).

3. Eligibility for Medicine & Surgical Items:
   Only manufacturers, sole agents of foreign principals, or authorized importers are eligible to bid in relevant categories.

4. Bidding Procedures:

   • Sr. No. 1 to 3: Single Stage – Two Envelope procedure.

   • Sr. No. 4: Single Stage – Single Envelope procedure.

5. Bid Security Requirement:

   • A 2% bid security of the estimated cost must be submitted physically at the time of opening.

   • A scanned copy of the bid security must also be uploaded on the e-PADS system.

   • Bids without timely bid security submission will be rejected.

6. Tax Inclusive Offers:
   All financial proposals must be inclusive of applicable taxes. Conditional bids or tax-excluded bids will not be entertained.

7. Compliance with Documents:
   Bidders must carefully read and adhere to all instructions and formats provided in the bidding documents. Incomplete or improperly filled proposals will be disqualified.

8. Right to Reject:
   The competent authority reserves the right to reject any or all bids at any stage before formal acceptance. Reasons for rejection may be shared upon request but are not required to be justified.
