Punjab Highway Department invites electronic bids from experienced engineering firms and contractors for the execution of road maintenance and repair projects across District Kasur. Terms and Conditions

1. Eligibility
   Only those contractors/firms who are registered with the Pakistan Engineering Council (PEC) under the relevant category/codes are eligible to participate.

2. E-Tendering Platform Registration
   Interested contractors must be registered on the Punjab PPRA e-procurement portal to submit their bids online.

3. Earnest Money (Bid Security)

   • Bid security equivalent to 2% of the estimated cost must be uploaded as a scanned Call Deposit Receipt (CDR) in favor of the Executive Engineer, Highway Division, Kasur.

   • The original CDR must be submitted physically to the Tender Opening Committee at least 30 minutes before bid opening on 18 June 2025; failure to do so will result in immediate disqualification.

4. Tender Opening Process

   • Bids will be opened on 18 June 2025 at 12:30 PM at the office of the Commissioner.

   • Quoted rates of all participating firms will be publicly announced during the session.

5. Penalties for False Information
   Submission of any fake documents or CDRs will lead to immediate disqualification, blacklisting, and legal action. Offenders may also be reported to PPRA and PEC for further proceedings.

6. Right to Reject Bids
   The Procuring Agency reserves the right to reject all bids at any time before acceptance, as per Rule 35 of PPRA Rules.

7. Additional Notes

   • Recovery of credit for old materials will be done manually during bid evaluation.

   • Price variation clauses do not apply to these contracts.
