Municipal Committee Khanewal invites electronic bids (e-bids) in PDF format from eligible and registered Contractors, Firms, Manufacturers, or Authorized Dealers for the following development works in Khanewal city. Bidders must be registered with:

• e-PADS (e-Pak Acquisition and Disposal System)

• FBR and PRA (with valid NTN and PNTN numbers)

• PPRA for E-Procurement

Important Instructions for Bidders

1. Bid Security
   Each e-bid must include a Bid Security (as mentioned above), made out in favor of Chief Officer, Municipal Committee Khanewal, in the form of CDR, Bank Guarantee, Demand Draft, or Pay Order.

2. Submission of Bid Security
   The original bid security instrument must be submitted in a sealed envelope (clearly marked with the tender title) at the Municipal Committee Office, Khanewal before the bid submission deadline.

3. E-Bid Submission Process
   All bids must be uploaded as authenticated PDF files through the official e-Procurement System (EPADS) before the deadline.

5. Technical & Financial Evaluation
   The Single Stage - Two Envelope procedure will be followed. Only technically qualified bidders will have their financial bids opened.

6. Bid Validity
   All submitted bids will remain valid for 120 days.

7. Additional Performance Security
   If a bid is equal to or less than 5% below the estimated cost, the lowest bidder must submit additional performance security (5% to 10%) from a scheduled bank within 15 days of notice issuance. Failure to do so will result in forfeiture of the bid security and rejection of the bid.

8. Conditional Bids
   Conditional tenders will not be accepted.

9. Filling of Rates
   Tendered rates must be written both in figures and words.

10. Holiday Exception
    If the submission date falls on a public holiday, the deadline will automatically move to the next working day.

11. Corrupted Files
    Any e-bid containing corrupted files or viruses will be rejected.

12. Bidder Responsibility
    Bidders are advised to upload their bids well before the deadline. Any delay or technical issue during the upload process is the sole responsibility of the bidder. The Municipal Committee will not be held responsible for such issues.
