The Communication & Works Department, Lahore (1st Buildings Division) is pleased to invite bids from qualified contractors/firms for the following work through Punjab’s E-Tendering system, as per Notification No. SOB-I(C&W)3-6/2024/4131 dated 22nd May 2024.

Eligibility Criteria

Only firms or contractors registered with the Pakistan Engineering Council (PEC) for the current financial year, and having the relevant specialization code, are eligible to apply.
The original PEC license showing the valid and relevant codes must be presented at the time of bid opening.
Contractors without the required PEC codes will not be considered.

Bidding Process

Bidding will be done through the E-Pak Acquisition and Disposal System (EPADS), managed by the Punjab IT Board.
Manual submissions are not allowed. All bids must be submitted online via EPADS within the prescribed deadline.
Bidders must also submit earnest money equivalent to 2% of the estimated cost in the form of:
- Call Deposit Receipt (CDR),
- Bank Draft, or
- Cashier’s Cheque
  from any scheduled bank.
The original instrument must be submitted to the Executive Engineer, 1st Buildings Division, Lahore, or the Tender Opening Committee along with the firm's letterhead before the bid closing time. Failure to do so will lead to disqualification, even if the bid was submitted online.

Important Deadlines

Last Date to Submit Bids: 20th June 2025, by 11:00 AM
Date of Bid Opening: 20th June 2025, at 11:30 AM
Venue: Office of the Commissioner, Lahore Division, Lahore
If the scheduled date is declared a public holiday, bids will be received and opened on the next working day at the same time and place.

General Conditions

Conditional bids and those without valid earnest money will be rejected.
Bidders or their authorized representatives may attend the opening session with an attested Power of Attorney.
The department reserves the right to accept or reject any or all bids prior to final acceptance, under PPRA rules.
Upon request, the procuring agency will share the reason for bid rejection, though it is not obligated to provide full justification.
