Punjab Irrigation Department invites e-tenders from eligible and registered engineering firms and contractors for the following civil works under the Single Stage – One Envelope procedure. Bidding will be conducted on an item-rate basis in accordance with the 1st Bi-Annual Market Rate System (valid from January 1, 2025, to June 30, 2025), and governed by the Punjab Procurement Regulatory Authority (PPRA) Rules, 2014 (amended to date).

Participation Requirements

1. Eligibility
   Contractors must:

   • Hold a valid Pakistan Engineering Council (PEC) license in category CE-04 for the year 2024–2025.

   • Be enlisted with the Irrigation Department and registered with Punjab PPRA.

   • Be compliant with the Punjab Revenue Authority (PRA) and professional tax obligations.

   • Submit a valid CNIC and receipts for enlistment/renewal fees.

2. Bid Security (Earnest Money)

   • 5% of the estimated cost must be uploaded on the e-Tender portal in the form of a Bank Guarantee or Call Deposit Receipt (CDR), in favor of the Executive Engineer, Chakbandi Division, Lahore.

   • The original CDR/Bank Guarantee, along with an attested PEC license copy, must be submitted physically to the Tender Opening Committee by 11:00 AM on 25.06.2025.

3. Submission Process

   • Only online bids via EPADS will be entertained.

   • Manual bids or submissions via courier/by hand will be rejected.

4. Opening of Bids

   • Bidders or their authorized representatives are required to be present at the office of the Executive Engineer, Chakbandi Division, Lahore at 11:30 AM on 25.06.2025, when the bids will be opened and rates announced.

Post-Award Requirements

• Performance Guarantee
  The lowest responsive bidder must submit a Performance Guarantee of 10% of the bid amount, in the form of a Bank Guarantee from a scheduled bank in Pakistan.

• Quality Assurance Security
  If the total bid amount is equal to or less than 5% below the DNIT estimate, the bidder must also submit a Quality Assurance Security (the difference between bid and DNIT amount) within 15 days of the issuance of acceptance letter.

• Agreement & Mobilization
  The successful bidder must:

  • Sign a formal agreement within 15 days of acceptance.

  • Provide a work schedule within 7 days.

  • Mobilize to the site within 7 days of acceptance letter issuance.

• Site & Quality Considerations

  • Bidders must verify site conditions in advance.

  • Field and material testing must be conducted by the successful bidder; failure may result in penalties.

  • Payments will be made based on actual work, contingent on fund availability and third-party monitoring (e.g., NESPAK).

Important Clauses

• Incomplete or conditional bids will be rejected as non-responsive.

• The procuring agency reserves the right to reject any or all bids without providing justification, as per PPRA Rule 35.

• All disputes or interpretations will be resolved per PPRA Rules (amended 2014) and the Standard Contract Agreement.

• The successful bidder cannot claim interest for payment delays due to fund unavailability.
