University of Veterinary & Animal Sciences (UVAS), Lahore, invites eligible contractors to participate in an open e-tendering process for the following construction project. This tender is being issued as per Notification No. SOH-1(C&W)149/2023/3652, dated 26 May 2023.

Key Requirements & Participation Guidelines

1. Eligibility Criteria:
   Only contractors registered with the Pakistan Engineering Council (PEC) in Category C-4 or above are eligible to participate.

2. Bidding Procedure:

   • A Single Stage – Single Envelope procedure will be followed.

   • Bidders must submit their tenders via the official e-procurement portal.

   • Bids will be opened in the presence of the Tender Opening Committee and authorized representatives of participating firms.

3. Bid Submission and Opening:

   • Last date for bid submission: 18 June 2025, by 11:00 AM

   • Opening of bids: 18 June 2025, at 11:30 AM, at the office of the Project Director, UVAS Lahore.

4. Earnest Money (Bid Security):

   • A Call Deposit Receipt (CDR) equivalent to 5% of the estimated cost must be scanned and uploaded with the bid.

   • The original CDR must be submitted to the Executive Engineer’s Office before the closing time on the date of tender opening.

   • The CDR must be from a scheduled bank and made out in favor of the Treasurer, UVAS, Lahore.

5. Required Documents:
   All participating firms must upload the following valid documents:

   • PEC registration for the year 2024–2025 (in the relevant category and discipline)

   • CNIC of the authorized representative

   • Proof of Professional Tax payment

   • Punjab Revenue Authority (PRA) registration for 2024–2025

6. Important Note on Compliance:

   • Firms must submit original CDRs with letterhead. Failure to do so will lead to disqualification.

   • Submitting fake or misleading documents (CDR, tax challans, etc.) will result in disqualification and potential legal action under PPRA rules. Such cases will also be reported to PEC and PPRA authorities for further disciplinary proceedings.

• All procurement activities will be conducted strictly in line with the Punjab Procurement Rules 2014 (and subsequent amendments).

• No provisional or incomplete applications will be considered.

• UVAS reserves the right to accept or reject any or all bids as per prevailing rules.
