Directorate General Agriculture (Field Wing), Agriculture Department, Government of the Punjab, invites sealed bids from well-established Oil Marketing Companies (OMCs) that are registered with all relevant tax and regulatory authorities (including Income Tax, Sales Tax, Punjab Sales Tax, Stamp Duty, etc.) for the supply of High-Speed Diesel (HSD), Lubricants, and Grease. These supplies will be used for bulldozers, power drilling rigs, and other machinery operating throughout Punjab, under a framework contract for the fiscal year 2025-26.

• Bid Submission Deadline: 12th June 2025 by 11:00 AM

• Bid Opening Date & Time: 12th June 2025 at 11:30 AM

• Bid Security: PKR 10 Million (within permissible limit of up to 5% of the estimated cost), submitted in the financial proposal and valid for 120 days from opening date.

Procedure and Requirements

1. Bids must be submitted online via E-PADS in line with the method stated in the official advertisement.

2. Bidding will follow the Single Stage – Two Envelope procedure, meaning the technical and financial proposals must be submitted separately.

3. The original hard copy of the bid security instrument must be delivered to the Directorate's office before the closing time on the bid submission date.

4. Bids will be opened electronically via E-PADS.

5. The bidder must have a comprehensive POL supply network across Punjab.

6. All bids must include inclusive pricing (including all applicable taxes) – no negotiations will follow submission.

7. All relevant taxes will be deducted at source as per applicable laws.

8. Only those companies that meet the technical requirements and offer the lowest evaluated financial bid will be awarded the contract.

9. All applicable Punjab Procurement Rules (PPR) 2014 (amended to date) will apply.

10. The Procurement Committee reserves the right to reject any or all bids without assigning reasons, as per PPR Rule 35.
