Project Overview

IESCO invites sealed bids under the National Competitive Bidding (NCB) process, using Single Stage – Two Envelope (SSTE) bidding procedure, for the following construction project:

Construction of boundary cum fence wall, control house building, electrical equipment foundations, transformer way, switchyard fence, cable trenches, etc.
Location: 132 kV Grid Station Attock-II
Estimated Project Cost: PKR 140,203,767/-
Project Under: IESCO 7th STG Project (funded from IESCO’s own resources)

Who Can Apply

This bidding opportunity is open to all contractors meeting the following criteria:

• Valid PEC Registration for the year 2024-25, with Category C-4 and Specialization Codes CE-10 & EE-05.

• Up-to-date registration with relevant Provincial Revenue Authority and/or Islamabad Capital Territory (ICT) for sales tax on services (whichever is applicable).

• In case of Joint Ventures (JVs), each partner must individually fulfill PEC and tax requirements.

• Minimum 5 years of experience in construction projects relevant to their PEC category.

• Must be an active taxpayer (individual, private firm, or public sector entity).

• Submission of Income Tax Returns for the last 3 years, verified by FBR.

• Evidence of successfully completed at least two similar projects within the past 10 years, with a combined value of at least PKR 140 million (no single project should be less than 30% of this value).

• Demonstrated satisfactory past performance, backed by completion certificates and work orders.

• Financial health supported by audited statements showing:

  • Net Worth over the past 3 years: PKR 56 million

  • Average Annual Turnover (AATO): PKR 284 million

  • Available Financial Resources / Cash Flow: PKR 31 million

Terms & Key Details

• Project Completion Period: 270 days

• Bidding Procedure: Single Stage – Two Envelope (Technical + Financial Proposals)

• Bidding Document Fee: PKR 5,000/- (non-refundable), payable in person upon written request

• Bid Security: PKR 4,300,000/-, submitted as Bank Guarantee/CDR/Bank Draft in favor of Chief Engineer (Development), IESCO, valid for 28 days beyond bid validity

• Bid Validity: 90 days

Submission & Opening Schedule

• Deadline to Submit Bids: 18th June 2025, by 11:00 AM

• Technical Proposals Opening: 18th June 2025, at 11:30 AM

• Venue: Office of Chief Engineer (Development), IESCO HQ, Street No. 40, Sector G-7/4, Islamabad

• Bids must be submitted physically, with no conditional bids or submissions via email accepted.

• In case of a government-declared holiday, the tender opening will take place on the next working day at the same time and venue.

Additional Information

• Bidding documents will only be issued to authorized representatives with a firm-issued authority letter.

• All procedures will be conducted per PPRA Rules 2004, as amended.

• IESCO reserves the right to reject any or all bids as per Rule 33(1) of PPRA Rules.
