Tender Notice for Procurement of IT Equipment and Infrastructure Items
(Under ADP Scheme: “Provision of Infrastructural Academic and Operational Facilities to Punjab University of Technology Rasul, M.B. Din”)
The University of Rasul invites sealed bids from financially sound and well-reputed firms/suppliers with relevant experience for the procurement of various goods under the ADP Scheme mentioned above. Bidders must be registered with Income Tax and Sales Tax Departments and comply with Punjab Procurement Rules (PPRA), 2014.
Procurement will be carried out on a Single Stage – Two Envelope Procedure (Cumulative Cost Basis). The details of each package are provided below:

How to Apply

Eligibility: Bidders must be registered on the Punjab EPADS portal and have valid Income Tax and Sales Tax registrations.

Submission Requirements:

Bidders must submit technical and financial proposals separately, online via EPADS.

Upload scanned copies of the Bid Security Instrument (lot-wise) and affidavit with the online submission.

Submit the original bid documents, original bid security, and original affidavit (lot-wise) in sealed envelopes clearly marked with the respective Tender Number, Lot Number, and Title at the office of the Project Director (PMU), University of Rasul, by the bid deadline.

Bids submitted late or without original documents will be rejected.

Important Instructions

Technical Bids Opening: Will take place on 10-06-2025 at 11:30 AM in the Conference Room, University of Rasul in the presence of the bidders who choose to attend.

Bid Security: Must be in the form of Call Deposit Receipt (CDR) or Bank Guarantee issued in favor of “Punjab University of Technology Rasul” and valid for the bid validity period.

Bid Preparation: Bidders must quote rates for all items within a lot. Partial quotes will be treated as fully inclusive or may be declared non-responsive.

Evaluation: Will be carried out on the basis of the entire package (lot-wise).

Right to Modify: The Procuring Agency reserves the right to increase or decrease quantities, cancel items, or reject any or all bids as per Rule 35 of PPRA 2014.

Responsibility: Uploading bids to EPADS portal before the deadline is entirely the bidder’s responsibility. Late uploads due to technical reasons will not be entertained.
Pre-Bid Meeting
A Pre-Bid Meeting will be held on 03-06-2025 at 11:30 AM in the Conference Room, University of Rasul.
