Invitation for Bids

The Medical Superintendent, Tertiary Care Hospital, Nishtar-II Multan, invites bids from reputable and experienced firms possessing strong technical, financial, and managerial credentials. The tender is for the procurement of services under annual rate contracts on an F.O.R. (Free on Road) basis for the fiscal year 2025–26.

Terms & Conditions

1. Governing Rules
   All procurements shall be carried out in accordance with the Punjab Procurement Rules, 2014 (amended to date).

2. Submission Platform
   Bids must be submitted online via the E-Pak Acquisition and Disposal System (EPADS).

3. Eligibility for Medicine & Surgical Items
   Only manufacturers, sole agents of foreign principals, and authorized importers are eligible to participate in tenders for medicine and surgical disposables (if applicable).

4. Bidding Procedure
   A Single Stage – Two Envelope procedure will be followed, comprising a technical bid and a financial bid.

5. Bid Security

   • All bidders must submit a 2% bid security of the estimated cost physically at the time of tender opening.

   • A scanned copy of the bid security must also be uploaded on EPADS in accordance with Rule 27 of the Punjab PPRA.

   • Failure to comply with this requirement will lead to rejection of the bid.

6. Taxes and Pricing
   Financial offers must include all applicable taxes. Any conditional or tax-exempt offers will be summarily rejected.

7. Bidding Compliance
   Bidders are advised to read the bidding documents carefully. Technical and financial proposals must be prepared and submitted as per the instructions and formats provided. Non-compliance will result in bid rejection.

8. Right to Reject Bids
   The undersigned reserves the right to reject any or all bids or proposals prior to acceptance, as per procurement rules. Upon request, bidders may be informed of the grounds for rejection, though detailed justifications are not obligatory.
