Parks & Horticulture Authority (PHA), Lahore, invites e-bids from eligible contractors/firms through the EPADS online system for a series of development works. Bidders must be registered with the Pakistan Engineering Council (PEC) with valid and relevant certificates. The procurement will follow the Single Stage – Two Envelope bidding procedure in line with the Punjab Procurement Rules, 2014.
Project Overview
The following development works are open for bidding. Each bid must be accompanied by 2% bid security of the estimated cost in the form of a Call Deposit Receipt (CDR) from a scheduled bank, in favor of Parks & Horticulture Authority Lahore:

Important Guidelines for Bidders

E-Bidding Platform:
All proposals (technical and financial) must be submitted electronically through EPADS. Bidding documents can be downloaded from the EPADS or PPRA websites. -
Bid Structure:

Separate files for Technical and Financial proposals must be uploaded.

A hard copy of the technical proposal should also be submitted to the office of the undersigned before the deadline.

Bid Security:
The 2% bid security (as CDR) must be submitted by the deadline, or the bid will not be opened. -
Additional Performance Security:
If a financial bid is 5% lower than the estimated cost, the bidder must submit additional performance security (bank guarantee) equal to the difference. This will be refunded upon successful completion. Failure to complete the work will result in forfeiture. -
Right to Reject:
PHA reserves the right to reject any or all bids under PPRA Rules. Upon request, reasons for rejection will be communicated but not justified.
