The District Council Vehari invites sealed tenders from eligible engineering firms and contractors for the execution of the following development scheme under item rate contracts. This bidding process will be conducted via the Punjab PPRA E-Tendering System, in accordance with updated PPRA Rules.

Terms & Conditions

1. Eligibility: Only those contractors/firms who are registered with the Pakistan Engineering Council (PEC) under the relevant category/codes for the financial year 2024–25 are eligible to participate via e-bidding through the Punjab PPRA portal (ePADS).

2. Registration on ePADS: Interested bidders must be registered on the Punjab PPRA website. Complete guidance on registration is available at (ppra.punjab.gov.pk/eprocurement).

3. Earnest Money Submission: All participants are required to upload scanned copies of Call Deposit Receipts (CDR) amounting to 5% of the estimated cost, in favor of Chief Officer, District Council Vehari. This must be done one hour prior to the opening time on the ePADS portal. The original CDR must also be physically submitted to the tender opening committee at least three hours before bid opening time. Failure to do so will lead to disqualification.

4. Tender Opening Schedule: All uploaded bids will be opened on 12 June 2025 at 1:00 PM in the presence of the Tender Opening Committee and any contractors who wish to attend.

5. Misrepresentation Clause: If any bidder submits fake or misleading documents, including CDRs or receipts, they will be disqualified immediately, blacklisted, and may be reported to PPRA and PEC for further action.

6. Bid Submission Format: Contractors must quote unit rates against each item listed in the DNIT/BOQs instead of just a percentage. All rate analysis pages, summaries, and sub-summaries must be completely filled as per PPRA Circular No. L&M(PPRA)10-1/2011/008595 dated 11 October 2024. Incomplete financial bids (including any blanks) will be considered non-responsive and excluded from evaluation.

7. Right to Reject Bids: The procuring agency reserves the right to reject all bids or proposals at any stage in accordance with PPRA Rule 35.
