Punjab Highway Department invites tenders from eligible and experienced engineering firms and contractors for the execution of the following road infrastructure scheme, based on item rate contracts under the e-Tendering System governed by the Punjab Procurement Rules (PPRA), amended to date.

All interested parties must carefully review and follow the terms and conditions outlined below:

Terms & Conditions

1. Eligibility
   Only those contractors/firms registered with the Pakistan Engineering Council (PEC) in the relevant category and specialization codes are eligible to participate. A valid PEC license is mandatory.

2. E-Procurement Registration
   Bidders must be registered on the Punjab PPRA e-Procurement Portal. All processes from downloading tender documents to submission of bids will be handled electronically.

3. Earnest Money Submission

   • An earnest money deposit of 2% of the estimated cost must be submitted in the form of a Call Deposit Receipt (CDR) in favor of the Executive Engineer.

   • This CDR must be uploaded on the e-Procurement system at least 30 minutes before bid opening.

   • The original CDR must also be submitted in person to the Tender Opening Committee on the same day, half an hour before the bids are opened. Failure to do so will result in disqualification.

4. Bid Opening
   Bids will be opened on June 25, 2025, at 11:00 AM in the office of the Commissioner, where all submitted bids will be retrieved, and the quoted rates and successful bidder will be announced in the presence of the Tender Opening Committee.

5. Disqualification for Misconduct
   Submission of false documents, fake CDRs, or misleading information will lead to immediate disqualification, blacklisting from future tenders of the Communication & Works Department, and reporting to both PPRA and PEC for further action.

6. Bid Rejection Rights
   The procuring agency reserves the right to reject all bids or proposals at any time prior to acceptance, as per PPRA Rule 35.

7. Fixed Pricing
   No price escalation or variation shall be entertained for the scheme listed below.

8. Mechanized Work Requirement
   Works such as TST/DST/Surfacing must be executed using mechanized systems.

9. Material Credit Adjustment
   Any recovery against old materials will be made manually and reflected in the bid evaluation.

10. Item Rate Quotation Requirement
    All bidders must quote rates against each item of work listed in the approved DNIT/BOQs.
    Quotations given as a percentage above or below the estimated cost will not be accepted.
