Tender Notice – Janitorial Services Framework Contract (2025–2026)

Lady Willingdon Hospital, Lahore invites sealed e-bids from eligible and registered contractors for the provision of round-the-clock Janitorial Services for the financial year 2025–26.

This contract will initially be for a period of one year, with the possibility of extension for another year based on performance and mutual agreement. Please note, however, that extension is not guaranteed and lies solely at the discretion of the hospital administration.

Instructions to Bidders

1. The procurement process will follow the Punjab Procurement Rules 2014, as amended up to the present date.

2. Bids must be submitted electronically via the E-Pak Acquisition and Disposal System (e-PADS). Paper submissions will not be accepted.

3. The tender process will follow the Single Stage – Two Envelope procedure:

   • Technical Proposal

   • Financial Proposal

4. Bidders must submit the original Bid Security (1% of estimated price = Rs. 413,663) in the form of:

   • Bank Guarantee

   • Call Deposit Receipt (CDR)

   • Demand Draft (DD)

   • Pay Order (PO)
     This must be submitted before the bid opening time, or the bid will be considered invalid.

5. All bidders are strongly advised to read the bidding documents thoroughly and submit their technical and financial bids accordingly. Incomplete or improperly filled bids will be rejected.

6. The hospital shall not be responsible for any issues arising due to internet failure or technical errors during the e-submission process. Submission of original bid security is also solely the bidder’s responsibility.

7. If the bid opening date falls on a public holiday or non-working day, the bids will instead be opened on the next working day, with the same time and venue.

8. All conditions mentioned in the bidding documents are mandatory and binding. Failure to comply may result in disqualification.
