District Council Attock is pleased to invite sealed bids from eligible contractors for the financial year 2024–25 under the 1st Biannual MRS 2025 (effective from January 1 to June 30, 2025). Bidding will be conducted through the e-Pak Acquisition and Disposal System (e-PADS) using the Single Stage – Single Envelope procedure, in accordance with the Punjab Procurement Rules 2014.
Contractors must be registered on e-PADS and meet all necessary requirements to participate. All bids must be accompanied by the required bid security in the form of Call Deposit Receipt (CDR) or Pay Order, issued by any scheduled bank in Punjab and made payable to District Council Attock.

Important Instructions for Bidders

Bidding Documents: Detailed documents outlining terms and conditions can be downloaded free of cost through the e-PADS platform.

Bid Submission:
-
Bids must be prepared in accordance with the instructions mentioned in the bidding documents.

Bidders must submit their e-bids via e-PADS no later than 11:00 AM on June 24, 2025.

Bids will be opened the same day at 01:00 PM in the presence of participating contractors or their authorized representatives at the District Council Attock office.

Bid Security Requirements:
-
A scanned copy of the bid security must be uploaded on e-PADS.

The original CDR must be submitted to the office of the undersigned before the submission deadline; failure to do so will result in the bid being rejected as non-responsive.

Additional Performance Security:
As per the Punjab Local Government (Works) Rules 2017, if the lowest bid falls 5% or more below the estimated cost, the contractor must deposit additional performance security (ranging from 5% to 10% depending on how much below the bid is) within 15 days of receiving the notice. Bid Format & Completeness:

Rates must be item-wise and clearly mentioned.

Incomplete, unclear, unsigned, or unstamped bids will be rejected.

Ambiguous or partially filled bids will not be entertained.

Agreement After Award:

Upon issuance of the acceptance letter, the successful bidder must sign an agreement on the required government stamp paper within 7 days to receive the work order.

Right to Reject:

The District Council reserves the right to reject any or all bids before the formal acceptance, as per PPRA Rules.

Misrepresentation Warning:

Submission of any forged or fake documents will result in disqualification and blacklisting as per PPRA rules.
