Municipal Committee Jhelum invites sealed e-bids from eligible Contractors, Firms, Manufacturers, and Authorized Dealers who are registered with the Punjab Procurement Regulatory Authority (PPRA) for e-procurement via the e-Pak Acquisition and Disposal System (e-PADS).

The bidding process will follow the Single Stage – One Envelope procedure under the Punjab Procurement Rules 2014, and all bids must be submitted electronically through e-PADS. Participation is open to bidders registered with the Federal Board of Revenue (FBR) and Punjab Revenue Authority (PRA) with valid NTN and PNTN numbers.

Important Guidelines for Bidders

1. Bidding Documents: Separate documents containing full details and terms for each procurement activity are available for free download from the official e-PADS platform.

2. Submission Process: All bids must be submitted online via e-PADS by 01:00 PM on June 18, 2025. Bids will be opened on the same day at 01:30 PM in the office of the Municipal Committee Jhelum, in the presence of the bidders’ representatives who choose to attend.

3. Bid Security: Bidders must upload a scanned copy of the bid security (CDR/Pay Order) to e-PADS and submit the original document to the office of the undersigned before the deadline.

4. Bidding Requirements:

   • Bidders must quote rates against each item listed in the DNIT/BOQ. Quoting by percentage is not allowed.

   • All pages of rate analysis, summary, and sub-summary must be filled. Any blank or incomplete entries will render the bid non-responsive.

5. Responsibility for Submission: Bidders are strongly advised to upload bids well before the deadline to avoid last-minute technical issues. Late submissions or technical errors will not be entertained, and MC Jhelum will not be held responsible.

6. Rejection Rights: The Municipal Committee reserves the right to reject any or all bids at any time prior to the final acceptance of tender rates.

7. Non-Responsive Bids: Any bid that fails to comply with the instructions, documentation, or completeness will be disqualified from evaluation.
