The University of Rasul invites bids from reputable and financially sound firms or suppliers with relevant experience for the procurement of essential equipment under the ADP Scheme titled:
“Provision of Infrastructural Academic and Operational Facilities to the Punjab University of Technology Rasul (M.B. Din)”
Bidders must be registered with Income Tax and Sales Tax departments and must comply with the relevant provisions of the Punjab Procurement Rules (PPR) 2014.
The procurement will be carried out on a Duty Delivered Paid (DDP) basis, which includes the delivery, installation, commissioning, and maintenance (where applicable) of the equipment at the University’s designated labs or locations.

Bid Submission Guidelines

Bids must be submitted online via the E-Pak Acquisition and Disposal System (EPADS).

A scanned copy of the Bid Security Instrument and an affidavit (lot-wise) must also be uploaded.

Hard copies of the original Bid Security Instrument, affidavit, and original bids (lot-wise) must be submitted in sealed envelopes clearly marked with the relevant Tender Number and Lot Title.

Sealed envelopes should be submitted to the Project Director (PMU), University of Rasul, before 11:00 AM on 10 June 2025.

Late submissions or failure to upload via EPADS will result in disqualification. Bidders are strongly advised not to wait until the last moment to upload their bids.
Important Notes

Pre-Bid Meeting: Scheduled for 03 June 2025 at 11:30 AM in the Conference Room of University of Rasul. Any clarifications must be emailed a day in advance.

Technical Bids will be opened in the presence of bidders who wish to attend on 10 June 2025 at 11:30 AM.

Bid Security must be submitted in the form of a CDR or Bank Guarantee, valid for the full bid validity period, and made payable to:

Complete packages must be quoted for each lot. Incomplete bids will be assumed as inclusive of unquoted items.

Evaluation will be done on a cumulative package basis. The Procuring Agency reserves the right to add, remove, or alter quantities of any items as per PPRA rules.

The Procuring Agency may reject any or all bids, in accordance with Rule 35 of PPR-14.
