Punjab Education Initiatives Management Authority (PEIMA), located at 50-Babar Block, New Garden Town, Lahore, invites sealed bids from eligible and qualified firms, companies, joint ventures, groups, consortiums, associations of persons (AOPs), and sole proprietors for the provision of security services during the fiscal year 2025-26.

1. Scope of Services

PEIMA requires the services of four (04) security guards, with the total estimated contract value set at Rs. 3,030,823/-. Interested bidders must submit a bid security of 2%, amounting to Rs. 60,616/-, as part of the bidding process.

2. Eligibility Criteria

To participate, bidders must:

• Be registered with Income Tax, Sales Tax, and Punjab Sales Tax departments.

• Hold a valid license from the Home Department for security services.

• Be compliant with the minimum wage rate applicable in Punjab.

• Be registered on the E-PADS system under Rule 38(2)(a) of the Punjab Procurement Rules 2014 (as amended up to the advertisement date).

3. Bidding Process

This tender follows the Single Stage – Two Envelope procedure, as per the PPRA Rules 2014 (amended). This means:

• Technical and financial proposals must be submitted in separate envelopes.

• Only technically qualified bidders will have their financial bids opened.

4. Submission Guidelines

• Bidders are required to submit online bids through the E-PADS portal.

• A scanned copy of the bid security must be uploaded online by 10:30 AM on June 16, 2025.

• The original bid security—in the form of a CDR, Bank Guarantee, Demand Draft, or Pay Order issued by a scheduled bank in Pakistan—must also be submitted in a sealed envelope to the undersigned's office by the same deadline.

• Late submissions will not be accepted.

5. Bid Opening

Bids will be opened on June 16, 2025, at 11:00 AM through the online E-PADS portal. Bidders or their representatives are welcome to attend. If the deadline falls on an official holiday, the following working day will be considered the submission date.

6. Additional Information

• Only technically qualified bidders will proceed to the financial bid opening.

• The detailed bidding documents are available free of charge and can be downloaded from the relevant websites.

• PEIMA reserves the right to reject any or all proposals before bid acceptance, as per applicable procurement laws.
