Municipal Committee Okara (MC Okara) invites e-bids from eligible and registered contractors/firms for making special arrangements during Muharram-ul-Haram 2025. Interested parties must be registered with the E-Pak Acquisition and Disposal System (e-PADS), as well as with FBR, PRA (NTN and PNTN), and in accordance with PPRA rules.

Bidding Process and Key Instructions

1. Bid Security

   • A bid security amounting to 2% of the estimated cost must be submitted in the name of the Chief Officer, Municipal Committee Okara.

   • Accepted forms include Call Deposit Receipt (CDR), Bank Guarantee, Demand Draft, or Pay Order.

2. Submission of Bid Security

   • The original bid security instrument must be placed in a sealed envelope clearly marked with the tender title.

   • It must be submitted before the bid submission deadline at the office of the Municipal Officer (I&S), located on College Road near Ghousia Masjid, MC Okara.

3. Bid Submission Schedule

   • Deadline for E-Bid Submission: 16th June 2025, at 11:00 AM

   • Opening of E-Bids: 16th June 2025, at 11:30 AM

4. Bid Format

   • Bidders must upload a PDF version of their bid through the e-PADS system.

   • This tender follows the Single Stage, One Envelope Procedure, where the uploaded electronic file is treated as the sealed bid.

5. Other Conditions

   • Conditional or incomplete bids will not be accepted.

   • Bids must be filled both in words and figures.

   • If the bid is equal to or less than 5% below the estimated cost, the lowest bidder must submit a quality assurance security equal to the difference within 15 days of notification.

   • Bids will remain valid for 30 days after submission.

   • If the submission date falls on a public holiday, the deadline will move to the next working day.

6. Important Notes

   • Bidders are advised not to wait until the last minute to upload their bid. Submission remains the sole responsibility of the bidder.

   • Any corrupt, unreadable, or virus-infected file will result in rejection.

   • The Procuring Authority reserves the right to reject any or all bids without assigning reasons, in line with Punjab PPRA Rules 2014 (Rule 35).
