Government College of Technology (GCT), Bhakkar, invites sealed bids from eligible firms for the procurement of training materials for the Building Painter Trade. This procurement is being carried out under the Chief Minister’s Development Program and follows the Punjab Procurement Rules 2014 through the single stage – one envelope bidding procedure via the e-Pak Acquisition & Disposal System (E-PADS).

Eligibility Requirements

1. Active taxpayers: Bidders must be registered and active with both NTN and GST. If exempted, relevant proof must be provided.

2. Bid Security: A refundable 5% bid security in the form of CDR, Pay Order, or Demand Draft in favor of Principal, Govt. College of Technology, Bhakkar must be uploaded via E-PADS and submitted physically to the college before the bid opening time.

3. Submission: Bids must be submitted only through E-PADS. Bids received by any other means will not be accepted.

4. Evaluation: The lowest evaluated bidder will be determined based on accumulative rates for the entire tender, not item-wise.

Terms & Conditions

• Bids will be opened on the same day (21st June 2025) at 11:00 AM at GCT Bhakkar in the presence of the procurement committee and participating bidders or their representatives.

• The successful bidder will be required to deposit a 10% performance guarantee of the total contract amount within 7 days of contract award.

• This guarantee must be in the form of DD/PO/CDR in favor of the Principal and will be returned after full delivery and verification.

• Failure to submit the guarantee within the required period will result in forfeiture of bid security and termination of the contract.

• All quoted rates must include applicable taxes, installation, and transportation charges. No separate payment will be made for delivery or setup.

• The delivery period is 15 days from the date of the issuance of the procurement order.

• All government taxes including Income Tax and GST will be the responsibility of the bidder.

• In case of public holidays on the bid opening day, the bids will be opened on the next working day.

• The procurement agency reserves the right to reject any or all bids prior to acceptance without assigning any reason as per PPRA Rule 35.
