The Local Government & Community Development Department (LG&CD), Civil Sub-Division Sialkot, invites bids from eligible and experienced engineering firms/contractors for the following development schemes in Tehsil Pasrur, District Sialkot. The tendering process will be conducted through the Punjab PPRA's E-Procurement System (E-PAD), following updated PPRA Rules.

General Terms and Conditions

1. Eligibility: Only firms/contractors registered with the Pakistan Engineering Council (PEC) under relevant category/codes and with valid registration on the Punjab PPRA E-PAD portal are eligible to participate.

2. Tender Access: Tender documents can be obtained and submitted online only via E-PAD. Manual submissions are not acceptable under any circumstances.

3. Earnest Money:

   • A 3% bid security (earnest money) of the estimated cost must be submitted in the form of CDR in favor of the Executive Engineer, LG&CD Gujranwala.

   • The original CDR must be delivered by hand to the Assistant Engineer, LG&CD Civil Sub-Division Sialkot by 1:00 PM on 21st June 2025.

   • Failure to submit the original CDR on time will lead to disqualification.

4. Submission Deadline:

   • All bids must be uploaded electronically via E-PAD by 10:00 AM on 21st June 2025.

   • Bids will be opened the same day at 1:00 PM in the office of the Assistant Engineer, in the presence of the Tender Opening Committee and attending bidders.

5. Strict Compliance:

   • Any fake information or documents will result in immediate disqualification, blacklisting, and further action through PPRA and PEC.

   • No conditional, incomplete, or telephonic bids will be accepted.

   • Bids quoting rates in percentage instead of per-item figures will be declared non-responsive.

   • All applicable government taxes must be borne by the successful bidders.

   • A performance guarantee as per PPRA rules (Clause-56) will be required from the successful contractor.

6. Right to Reject: The procuring agency reserves the right to reject any or all bids before acceptance, under PPRA Rule 35.
