Lahore Development Authority (LDA) invites sealed e-bids under the Single Stage – One Envelope procedure (as per Rule 38(1) of PPRA Rules 2014, updated) from eligible engineering firms and contractors. Participation is limited to those who:

• Are registered with the Pakistan Engineering Council (PEC) in Category C-6 or above

• Are registered on EPADS (E-Procurement System)

• Hold active NTN and PNTN filer status

The bidding will be conducted only through EPADS in accordance with PPRA procurement rules.

Important Instructions for Bidders

1. Registration Required: Only contractors registered on the EPADS system of the Punjab Procurement Regulatory Authority (PPRA) can participate.

2. How to Bid: After downloading the BOQ and reviewing the tender documents on EPADS, contractors must upload their bids electronically in PDF format.

3. Price Quotation: Rates must be filled in both figures and words and must be signed. Bids should strictly follow the instructions provided in the tender documents.

4. Bid Security: Bids must be accompanied by a bank guarantee equal to 5% of the estimated cost. This must be from a Scheduled Bank of Pakistan, made in favor of LDA, and valid for at least 30 days beyond the bid validity period.

5. Submission Deadline: Bids must be submitted electronically on or before the specified deadline (20th June 2025 at 09:30 AM). Late or manually submitted bids will not be entertained.

6. Opening of Bids: All bids will be opened online through EPADS at 10:00 AM on the same day. If this date falls on a public holiday, the process will take place on the next working day.

7. Disqualification Criteria:

   • Failure to submit original bid security will lead to disqualification.

   • Bids that are corrupt, unreadable, contain viruses, or are conditionally submitted will be rejected.

8. Taxation: All applicable government taxes will be the responsibility of the contractor and must be paid at the time of final payment release.

9. Compliance: All participating contractors must strictly adhere to PPRA Rules and Regulations, including the 2024 updates regarding e-bidding.
