Subject: Invitation to Bids for Rehabilitation Work – Rangpur Canal System (Package-A)

The Executive Engineer, Trimmu Headworks Division, Trimmu, invites e-bids from eligible contractors/firms for the following civil work project:

Key Bidding Information

• Bidding Process: Open Competitive Bidding under Single Stage – One Envelope Procedure as per Punjab Procurement Rules 2014 (amended).

• Eligibility: Bidders must be registered with:

  • Pakistan Engineering Council (PEC) for 2024–25 with relevant codes in the water sector.

  • Punjab PPRA.

  • NTN and Sales Tax (FBR) authorities.

• Submission Method: Bids shall only be submitted electronically through the E-PADS portal.

• Bid Deadline: No later than 12:00 PM on 20 June 2025 (PST).

• Bid Opening: On 20 June 2025 at 12:30 PM (PST) in the office of the Chief Engineer, Multan Irrigation Zone, Multan.

Bid Security Requirements

• Amount: 5% of the estimated cost.

• Form: Demand Draft, Call Deposit, or Bank Guarantee from a scheduled bank.

• Submission: Hard copy of bid security must be submitted in person to the Tender Opening Committee at the office of the Chief Engineer, Multan Irrigation Zone, by the bid deadline. Soft copy must also be uploaded with the E-Bid.

Other Important Conditions

• Bidders may modify or update their E-bid before the deadline.

• Corrupted, unreadable, or virus-infected files will result in rejection.

• All necessary original documents (PEC registration, professional tax receipt, authority letter, CNIC, etc.) must be furnished to the Executive Engineer for verification.

• No need to submit hard copies of the bid except the financial instrument.

• Taxes will be deducted as per prevailing government policies.

• No negotiations after bid submission — bidders must offer their final prices.

• Alternate or conditional bids will not be accepted.

• If the quoted bid is 5% or more below the estimated cost, a Quality Assurance Security (difference amount) must be deposited from a scheduled bank.

• A performance guarantee of 5% of the accepted bid cost must be submitted as a bank guarantee before the signing of the contract.

• Fake documents (CDRs, Bank Guarantees) will result in blacklisting and legal action.

Additional Notes

• Work must comply with approved designs and PWD specifications.

• Payment will be made based on actual work and after verification by ADP Consultants.

• No interest will be paid on delayed payments.

• Deposits of 2nd and 3rd lowest bidders will be returned after tender approval.

• In case of identical lowest bids, the competent authority’s decision will be final.

• Any disputes will be resolved by the Superintending Engineer, Trimmu Canal Circle, whose decision shall be binding.
