District Council Attock invites sealed bids through the Punjab Government's E-Procurement system (E-PADS) for development work to be executed during the financial year 2024–2025. This invitation is extended to all eligible contractors registered with E-PADS and working under the Market Rate System (MRS) 1st Bi-Annual 2025, applicable from January 1 to June 30, 2025.

Bidding will follow the Single Stage – Single Envelope procedure in accordance with the Punjab Procurement Rules 2014, ensuring fair and transparent competition.

Instructions for Bidders

1. Tender Documents: Detailed bidding documents can be downloaded free of charge and include all terms and conditions of the bidding process.

2. Submission Method: Bids must be submitted through the official E-PADS system by 11:00 AM on June 21, 2025. Late submissions will not be entertained.

3. Bid Opening: All bids will be opened on the same day at 02:00 PM in the office of the District Council Attock in the presence of the bidders or their authorized representatives.

4. Bid Security:

   • A scanned copy of the original bid security (CDR/Pay Order) must be uploaded via E-PADS.

   • The original bid security must be submitted in person to the office of the undersigned before the submission deadline. Failure to do so will result in disqualification.

5. Performance Guarantee Requirement:
   If the lowest bid is equal to or less than 5% below the estimated cost, the contractor must submit an additional performance security as follows:

   This additional security must be deposited within 15 days of receiving the notice and will be released upon completion certification by the Engineering Branch.

6. Bid Format: Bids must be itemized, clear, and fully completed. Incomplete, ambiguous, or unfilled bids will not be considered.

7. Right to Reject: The procuring agency reserves the right to reject any or all bids as permitted under Rule 35 of the Punjab Procurement Rules.

8. Contract Award: The successful contractor must sign a formal agreement with the department within seven days of receiving the acceptance letter, on the appropriate value stamp paper, after which a work order will be issued.

9. Legal Compliance: Any submission of fake or forged documents will lead to immediate disqualification or blacklisting under applicable rules.

10. Other Grounds for Rejection: Bids that are non-readable, unsigned, unstamped, or non-compliant will be rejected outright.
