Punjab Highway Department invites e-tenders from qualified engineering firms and contractors for the following road-related development schemes, in line with the current PPRA e-Tendering System and updated PPRA Rules. Interested parties must meet the following conditions and deadlines to participate:

Eligibility Criteria & Participation Guidelines

1. Registered Contractors Only
   Firms/contractors must be registered with the Pakistan Engineering Council (PEC) in the relevant category/codes applicable to the work.

2. E-Tendering Platform
   All participants must be registered on the Punjab PPRA e-Procurement portal. Complete information and procedures regarding registration are available on the official PPRA Punjab site.

3. Bid Submission Requirements

   • A Call Deposit Receipt (CDR) equal to 3% of the estimated cost must be uploaded electronically by 10:00 AM on the date of bid submission, made payable to the Executive Engineer, Highway Division Chiniot.

   • The original CDR must be submitted in person to the Head Clerk, Highway Division Chiniot between 10:00 AM and 11:00 AM.

   • No CDRs will be accepted after 11:00 AM. Late submissions will result in disqualification.

   • Bidders must also enter item-wise rates for each work on the e-tendering website at least two hours prior to tender opening.

4. Tender Opening
   The tenders will be opened at the Commissioner’s Office, Faisalabad, on 28th June 2025 at exactly 12:00 PM. All received bids and quoted rates will be reviewed in the presence of the Tender Opening Committee.

5. Disqualification Clause
   Submission of incomplete, false, or misleading documents or CDRs will result in the bidder’s immediate disqualification. Such cases will be reported to both PPRA and PEC, and may lead to blacklisting of the contractor or firm.

6. Rejection Rights
   The procuring agency reserves the right to reject any or all bids at any stage before formal acceptance, in accordance with PPRA Rule 35.

7. Technical Specifications

   • TST/DST/Carpet surfacing works must be executed using mechanized systems.

   • Recovery adjustments for any reused or old materials will be made manually.

8. Standard Conditions
   All work will follow the standard bidding documents, including terms and conditions approved by the department.

9. Performance Guarantee
   A 10% Additional Performance and Quality Assurance Guarantee will apply to all awarded bids.
