Provincial Disaster Management Authority (PDMA), Punjab invites e-bids from eligible and reputable firms, contractors, vendors, or dealers for the procurement of rescue items listed below. Only those who are registered for Income Tax, Sales Tax, and Professional Tax and are included in the Active Taxpayers List (ATL) of FBR may apply.

Tender Summary

Important Information for Bidders

1. Procurement Procedure
   This tender follows the Single Stage – Two Envelope method under the Punjab Procurement Rules 2014.

2. Accessing Tender Documents
   All interested bidders may download the bidding documents free of cost from the official websites of PDMA and PPRA.

3. Deadline for Bid Submission

   • Bids must be submitted electronically via the Punjab e-Procurement system (e-PADS) by 11:00 AM on July 8, 2025.

   • The technical bids will be opened on the same day at 11:30 AM through the e-PADS portal.

4. Bid Security Requirement

   • A bid security equal to 5% of the estimated amount must be submitted with the technical bid in the form of CDR, Demand Draft, or Banker’s Cheque in favor of the Director General, PDMA.

   • Hard copies of the financial instrument must also be submitted to PDMA’s office before 11:00 AM on July 8, 2025.

5. Sample Submission

   • Bidders are required to submit samples of both the Hygiene Kit and Female Dignity Kit at the PDMA office before the bid closing time.

6. Public Holiday Clause

   • If July 8, 2025, is declared a public holiday or a non-working day, the next working day will automatically become the new submission and opening date.

7. Cost Responsibility

   • PDMA shall not bear any cost related to the preparation, delivery, or electronic submission of the bid.

8. Right to Reject

   • PDMA reserves the right to reject any or all bids without assigning any reason, in accordance with Rule 35 of the PPRA Rules 2014.

9. Tax Deduction

   • All applicable government taxes will be deducted at source as per the rules.
