Cholistan Development Authority (CDA), Bahawalpur invites online tenders from eligible and experienced engineering firms and contractors for the following repair and maintenance works of water supply pipelines across various locations. The tendering process shall be carried out as per the Punjab PPRA E-Tendering System, following the latest PPRA Rules and procedures.

Terms and Conditions for Bidders

1. Eligibility Criteria
   Only those contractors and firms that are registered with the Pakistan Engineering Council (PEC) under the relevant category and specialization codes are eligible to participate.

2. E-Registration Requirement
   All interested bidders must be registered on the Punjab PPRA e-Procurement Portal. Details regarding registration can be found on the official PPRA website.

3. Earnest Money Submission

   • Bidders must upload a Call Deposit Receipt (CDR) equivalent to 5% of the bid amount in favor of the Managing Director, CDA Bahawalpur on the e-tendering portal.

   • The original CDR must be physically submitted to the Tender Opening Committee at least one hour before the bid opening time, otherwise the bidder will be disqualified.

4. Bid Opening Procedure
   All online bids will be retrieved and opened on 10th July 2025 at 2:30 PM at the Cholistan Development Authority Office, Bahawalpur, in the presence of the Tender Opening Committee. Bidders or their authorized representatives are welcome to attend.

5. Strict Action Against Fake Documentation
   Submission of false or forged documents, including fake CDRs or receipts, will result in disqualification from the current bidding process and blacklisting from future tenders. The matter will also be reported to PPRA and PEC for further action.

6. Right to Reject Any or All Bids
   CDA reserves the right to reject any or all bids at any stage as per PPRA Rule-35, without assigning any reason.

7. Material Recovery Adjustment
   Any credit value of old/recovered materials will be adjusted manually during evaluation and will be factored into the final assessment of the bids.

All interested contractors are advised to carefully read the terms, complete their e-bid submissions timely, and ensure physical submission of original documents as required. Late submissions or non-compliance with the conditions will lead to disqualification.
