The Municipal Committee Taxila invites percentage/item rate tenders from eligible contractors for the following development schemes, in accordance with the current Market Rate Schedule (MRS) and through the E-PADS online tendering platform.

Tenders can be submitted online starting from the date of publication of this notice until 09 July 2025 at 3:00 PM. All bids will be opened the same day at 3:30 PM via E-PADS in the presence of the Tender Opening Committee and any attending bidders or their authorized representatives.

Terms and Conditions for Participation

• Earnest Money Requirement:
  All bidders must upload bid security in the form of Call Deposit Receipt (CDR) on E-PADS, and also submit the original CDR physically to the office of the Municipal Committee Taxila before the bid opening. If the CDR details uploaded and the physical CDR do not match, the bid will be automatically rejected.

• Eligibility:
  Only contractors who possess a valid Pakistan Engineering Council (PEC) Certificate in the relevant category are eligible. A hard copy of the PEC Certificate must be submitted at the time of tender opening.

• Bid Submission Format:
  Bidders are required to quote their rates both in numbers and in words, either on percentage basis or item rate basis as applicable.

• Tender Documents:
  Complete tender documents are available on E-PADS and must be accessed and filled in accordance with the given instructions.

• Validity of CDR and Tender Conditions:
  Tenders without valid CDRs or with missing/mismatched details will not be entertained.

• No Rebates Permitted:
  Any kind of rebate on quoted rates will not be accepted. Contractors are expected to ensure quality work and meet the specified deadlines.

• Completion Deadlines & Progress Monitoring:
  Completion times mentioned in each scheme must be strictly adhered to. The lowest bidder must maintain proportionate progress as per the work schedule.

• Additional Performance Security:
  If the bid is 5% or more below the sanctioned estimated cost, the bidder will be required to submit additional performance security equal to the difference (up to a maximum of 10%) in the form of Deposit at Call from any scheduled bank, as per PPRA Rule 56 and PLG Works Rules 9(9)d.

• Quality Control:
  Contractors awarded the work will be responsible for conducting all quality control tests at their own expense.

• Right to Reject:
  The Municipal Committee Taxila reserves the right to reject any or all bids before acceptance, in line with PPRA Rules 2014, Sections 33 & 35.

Important Reminder:
All contractors are advised to carefully comply with the instructions provided in the tender documents and ensure timely submission of both online and physical requirements. Non-compliance will lead to immediate disqualification.
