Provincial Disaster Management Authority (PDMA), Punjab invites sealed bids through e-Tendering for the provision and installation of pre-fabricated sandwich panel structures. Reputable firms, contractors, or vendors who are registered with Income Tax, Sales Tax, and Professional Tax authorities and are listed on the Active Taxpayers List (ATL) of FBR, are encouraged to participate.

Project Overview

Key Instructions for Bidders

1. Procurement Method: This tender will be carried out under the Punjab Procurement Rules 2014 using the Single Stage – Two Envelope procedure.

2. Bidding Documents: Detailed bidding documents are available free of cost and can be downloaded from the official websites of PDMA and PPRA.

3. Bid Submission Deadline:

   • Bids must be submitted electronically through the Punjab e-Procurement system (e-PADS) by 11:30 AM on July 8, 2025.

   • The bids will be opened the same day at 12:00 PM via e-PADS.

4. Bid Security Requirement:

   • A bid security equal to 5% of the estimated cost (PKR 200,010) is mandatory.

   • This must be submitted in the form of CDR, Demand Draft, or Banker’s Cheque in favor of the Director General, PDMA.

   • In addition to uploading with the technical bid, the original hard copy of the bid security must be delivered to the PDMA office on or before 11:30 AM, July 8, 2025.

5. Public Holiday Clause: If the bid submission or opening date falls on a government holiday or any unforeseen non-working day, the process will automatically shift to the next working day at the same time.

6. Cost Responsibility: PDMA will not be responsible for any costs incurred by bidders in preparing or submitting their bids electronically.

7. Right to Reject: PDMA reserves the right to reject any or all bids without assigning any reason, in line with Rule 35 of the PPRA Rules 2014.

8. Tax Deductions: All applicable government taxes will be deducted at source as per prevailing laws.
