Water and Sanitation Agency (WASA), Lahore invites sealed bids from experienced and reputable security service providers for the hiring of security guards to be deployed at various WASA offices and installations. This is a great opportunity for licensed and capable security agencies to work with a trusted government entity.

Who Can Apply:

To participate, interested security agencies must meet the following criteria:

• Have a valid No Objection Certificate (NOC) from the Home Department, Government of Punjab

• Be registered with FBR and PRA (having both NTN and PNTN)

• Possess at least 5 years of experience in providing security services

• Be financially and technically sound

• Be active on the Punjab Procurement Regulatory Authority (PPRA) e-procurement system (e-PADS)

How the Process Works:

• The bidding will be carried out through the e-PADS portal using the Single Stage – Two Envelope procedure (Technical + Financial).

• Interested bidders must submit their complete bids online via e-PADS no later than July 10, 2025, at 12:00 PM.

• Technical bids will be opened on the same day at 12:30 PM.

• Hard copies of bids are not accepted, except for the original Bid Security, which must be submitted to the office of the Director (Procurement & Stores), WASA, Lahore, before the bid deadline.

Bid Security Requirement:

• A Bid Security of 3% of the estimated cost, i.e., Rs. 1,071,360, is mandatory.

• It should be in the form of CDR, Pay Order, Demand Draft, Bank Guarantee, or Banker’s Cheque (insurance bonds are not acceptable).

• The security must be uploaded as a soft copy on e-PADS and submitted in original form to WASA’s Procurement Office before the deadline.

Important Guidelines:

• Only technically qualified bidders will move to the financial bid stage.

• Bids containing viruses or corrupted files will be automatically rejected.

• Bidders must upload their complete documents in PDF format on the e-PADS portal.

• Conditional bids or bids sent via post/telegraph will not be accepted.

• Bids must remain valid for 120 days from the date of submission.

• Rates must be quoted for each item/unit as per DNIT/BOQ — percentage-based bids will be rejected.

• WASA reserves the right to reject any or all bids as per PPRA Rules 2014, Rule 35.
