Punjab Highway Department invites online tenders from eligible engineering firms and contractors for the following public works project. Bidding will be conducted through the PPRA e-Tendering System, in accordance with the updated rules of the Punjab Procurement Regulatory Authority (PPRA).

Project Details

Important Guidelines for Bidders

1. Eligibility Criteria:

   • Bidding is open to contractors/firms registered with the Pakistan Engineering Council (PEC) under the relevant category and codes.

   • Firms must also be registered on the Punjab PPRA e-Procurement Portal.

2. Submission of Earnest Money:

   • An earnest money deposit of 2% of the estimated cost must be uploaded as a Call Deposit Receipt (CDR) along with the bid application on the firm’s letterhead.

   • The original CDR must be submitted physically to the Tender Opening Committee at least 30 minutes before the bid opening time. Failure to do so will result in disqualification.

3. Bid Submission & Opening:

   • Bids must be filled and submitted online via the PPRA e-Procurement Portal.

   • All bids will be retrieved and evaluated on 09 July 2025 at 1:30 PM in the presence of the Tender Opening Committee at the Commissioner’s office. Bidders are encouraged to attend.

4. Penalties for Misrepresentation:

   • Submission of fake or forged documents, including CDRs or receipts, will lead to immediate disqualification and blacklisting from current and future tenders.

   • Such cases will be reported to PPRA and PEC for further disciplinary action.

5. Performance Guarantee:

   • As per the orders of the Honorable Supreme Court of Pakistan, a 5% Performance Guarantee is required for projects exceeding PKR 50 million. This must be in the form of a Pay Order, Bank Draft, or Bank Guarantee, valid for three months beyond the project completion date.

   • Guarantees from insurance companies are not acceptable.

6. Rejection of Bids:

   • The procuring agency reserves the right to reject any or all bids before acceptance, in line with PPRA Rule 35.

7. Technical Requirements:

   • Rigid Pavement work must be carried out using a concrete batching plant and paving machine.

   • Any recovery for credit of old materials will be manually adjusted in the bid evaluation.

8. Bid Calculation Requirement:

   • Bidders must clearly calculate and state the cost against each item in their financial bid, and indicate the total bid amount.

   • Incomplete or lump-sum financial bids will be treated as non-responsive and disqualified as per PPRA Circular No. L&M(PPRA)10-1/2011.008595 dated 11 October 2024.
