Emerson University, Multan invites sealed e-procurement bids from eligible and experienced firms, authorized distributors, dealers, or general suppliers for the procurement and installation of an on-grid solar system. The bidding process will be conducted under the Single Stage – Two Envelope Procedure, in line with the Punjab Procurement Regulatory Authority (PPRA) Rules, 2014.

Key Instructions for Bidders

1. Tender Documents Availability
   Full specifications, technical requirements, terms, and conditions are available free of cost on the following platforms:

   • E-Punjab eProcurement Portal

   • PPRA Punjab official website

   • Emerson University’s official website

   • Or can be collected from the Purchase Office of the university during working hours.

2. Submission Deadline

   • Last Date to Submit E-Bids: 7th July 2025 at 10:30 AM

   • Bid Opening Time: 7th July 2025 at 11:00 AM
     Bids will be opened at the Purchase Office in the presence of bidders or their authorized representatives who choose to attend.

3. Bid Security Requirement

   • All bidders must submit original bid security equivalent to 3% of the estimated cost.

   • Acceptable formats include: Call Deposit Receipt (CDR), Bank Guarantee, Demand Draft, or Pay Order.

   • It should be made in favor of the Treasurer, Emerson University, Multan.

   • Additionally, an affidavit (on Rs. 100 stamp paper) stating the firm is not blacklisted must be submitted at the office of the Deputy Director Purchase & Store before the deadline.

4. Bid Validity
   All bids must remain valid for 90 days from the date of opening of the technical proposals.

5. Procedure

   • Single Stage – Two Envelope Procedure will be used.

   • The technical and financial proposals must be submitted in separate sealed envelopes.

6. Public Holidays and Delays
   If the submission or opening date falls on a government-declared holiday or a non-working day for any reason, the process will be shifted to the next working day. Timing and venue will remain unchanged.

7. Note
   The University will not be responsible for any costs incurred by bidders in the preparation or submission of their bids.
