E-Tendering Notice for Construction Project (Fiscal Year 2025–26)

The Municipal Committee Rojhan invites bids through the Punjab Government's E-Tendering System for the following development work. Contractors registered with the Pakistan Engineering Council (PEC) are eligible to participate under the Punjab Procurement Rules 2014 (amended to date).

Work Details

Important Instructions for Bidders

1. Eligibility:
   Only contractors registered with PEC in relevant categories are eligible.

2. E-Registration:
   Interested firms must register on the Punjab Government’s E-Procurement Portal by submitting the required credentials.

3. Bid Submission Requirements:

   • Contractors must upload a Call Deposit Receipt (CDR) worth 5% of the estimated cost (i.e., Rs. 250,000) through the online portal.

   • The original CDR must also be physically submitted to the office of the Municipal Committee Rojhan before the deadline.

4. Quoting Rates:

   • Bidders are required to quote percentage rates (either above, below, or item-wise) through the online system.

   • Bids can be submitted until 11 July 2025 at 11:00 AM. The system-generated bids will be opened and announced at 11:30 AM on the same day in the presence of the Tender Opening Committee and participating contractors.

5. Tender Opening Location:
   Office of the Municipal Committee, Rojhan.

6. Disqualification on Misconduct:

   • Submission of fake documents or CDRs will result in immediate disqualification.

   • Such cases will be reported to PPRA and PEC for strict legal action and permanent blacklisting.

7. Lowest Bid Security Condition:

   • If the lowest bid is more than 5% below the DNIT (engineer's estimate), the bidder must provide the difference as additional security (quality assurance) via CDR or Bank Guarantee within 15 days of tender opening.

   • Failure to submit this security in time will result in cancellation of the bid and forfeiture of the earnest money.

Final Note

All contractors are advised to review the BOQ and tender documents carefully, follow the instructions on the Punjab e-Procurement portal, and ensure the timely submission of both digital and physical documents. No incomplete or provincial applications will be entertained.
