District Police Officer (DPO), Bahawalpur invites e-bids from eligible firms, suppliers, service providers, manufacturers, authorized dealers, distributors, and joint ventures (if applicable) for the procurement of goods, repair/services of miscellaneous items, and repair of other/residential buildings.

This tender will be processed under open competitive bidding using the Single Stage – Single Envelope method, as per the Punjab Procurement Rules 2014, and will be conducted electronically via EPADS (Punjab's e-Procurement system).

Key Requirements

1. Eligibility:
   All participating firms must be registered with the relevant authorities, including:

   • Income Tax

   • Sales Tax

   • Punjab Sales Tax

   • Any other applicable regulatory bodies
     A valid registration certificate and tax compliance are mandatory.

2. Bid Security:
   Each bidder must submit a bid security equal to 3% of the estimated cost in the form of a CDR, Bank Guarantee, Demand Draft, or Pay Order from a scheduled bank.
   This security must be addressed to the DPO, Bahawalpur and submitted before the bid submission deadline, clearly labeled with the bidding document number and title.

3. Performance Guarantee:
   The successful bidder will need to submit a performance guarantee equal to 5% of the contract value, in the form of a deposit at call, before the contract is signed.
   This guarantee will be returned upon successful completion of the contract.

4. Bid Validity:
   Submitted bids must remain valid until the end of the financial year, i.e., 30th June 2026.

5. Bidding Documents:
   The bidding documents, which include all terms, conditions, and specifications, can be downloaded free of cost from the PPRA and EPADS websites. Documents are available immediately following publication of this notice.

6. Important Note:
   Only online submissions via EPADS will be accepted.
   No late submissions will be entertained.
   Bidders are advised to upload their bids well before the deadline to avoid last-minute issues. The District Police will not be responsible for technical delays or upload failures.

Additional Information

• The DPO, Bahawalpur reserves the right to reject any or all bids without providing justification, as per Rule 35 of PPRA Rules 2014.

• Upon request, reasons for bid rejection may be communicated to bidders, though justification is not obligatory.

• All procurements will follow framework contract guidelines, and any repeat orders will not exceed 15% of the original procurement value as per Rule 59(c)(iv).

• Applicable government taxes will be deducted at the time of payment.
