Participation Guidelines

1. E-Bidding System:
   Bidding will be carried out only through E-PADS, the official e-procurement platform of Punjab Government. Manual or hand-delivered bids will not be accepted under any circumstance.

2. Eligibility:
   Only firms registered on the E-PADS portal are eligible to participate. Bidders can view and download the detailed Request for Proposal (RFP) from the E-PADS system or the PPRA website.

3. Bid Security Requirement:
   All bids must include a Bid Security equal to 1% of the estimated cost (Rs. 223,710) in the form of a Call Deposit Receipt (CDR) or Bank Guarantee, made in favor of the Medical Superintendent, Govt. Mian Munshi DHQ-1 Teaching Hospital, Lahore.

   • A scanned copy must be uploaded on E-PADS at the time of submission.

   • The original document must be submitted in person to the Tender Opening Committee before or on the bid opening date, or else the bid will be disqualified.

4. Bidding Procedure:
   This tender follows the Single Stage – Two Envelope method as per Rule 38(2)(a) of PPRA Rules 2014 (amended).

   • Technical and Financial Proposals must be submitted separately through the E-PADS platform.

   • Only Technical Proposals will be opened on the day of submission. Financial Proposals of technically qualified firms will be opened later.

5. No Responsibility for Technical Issues:
   The hospital will not be held responsible if a bidder is unable to submit their E-bid due to internet issues or technical errors. Bidders are advised to submit well before the deadline.

6. Opening of Bids:
   Bidders or their authorized representatives may attend the opening of bids at the Office of the Medical Superintendent, where the submitted E-bids will be retrieved and reviewed in the presence of the Tender Opening Committee.

7. False Documentation Warning:
   If any firm is found to have submitted fake or forged documents, they will be disqualified and blacklisted in accordance with PPRA rules.
