Lahore Development Authority (LDA) invites e-tenders for the following development work under a Single Stage - Two Envelope bidding process, in accordance with the Punjab Procurement Rules (PPRA) 2014 (amended). This opportunity is open to engineering firms/contractors:

• Registered with the Pakistan Engineering Council (PEC) in relevant categories

• Registered on EPADS (e-Procurement system of Punjab)

• Active on NTN and PNTN lists

Project Details

Participation Guidelines

Firms or contractors wishing to take part must adhere to the following:

• Register on the EPADS portal by providing the necessary company information.

• After registration, bidding documents (technical and financial) will be available on EPADS immediately with the publication of this notice.

• Technical and financial proposals must be submitted online as PDF files via EPADS before the specified deadline.

• The technical proposal will be opened first. Only technically qualified firms will proceed to the financial bid opening, which will be announced separately.

• Financial bids must include unit and total prices (in both figures and words) in accordance with the provided Bill of Quantities (BOQ).

Bid Security & Compliance

• A bid security of 5% of the estimated cost is required in the form of a bank guarantee from a scheduled bank in favor of Lahore Development Authority.

• This original bank guarantee must be submitted physically to the undersigned office before the deadline; otherwise, the bid will be disqualified.

• Conditional bids, corrupt or unreadable files, or files containing viruses will be rejected.

Important Notes

• If the tender opening date falls on a public holiday, it will be shifted to the next working day.

• Only e-submissions via EPADS are acceptable; tenders by post or courier will not be entertained.

• The procuring agency reserves the right to reject any or all bids as per PPRA rules, without the obligation to justify the rejection.

• Bidders are responsible for all applicable taxes as per government rules.
