Tender Notice for Financial Year 2025–26

The Veterinary Research Institute, Lahore Cantt invites sealed bids from eligible and registered suppliers through the e-Pak Acquisition and Disposal System (EPADS) for the supply of goods listed below for the financial year 2025–2026.

All interested vendors are encouraged to participate in this open and competitive bidding process under the Punjab Procurement Rules 2014 (amended).

Important Participation Guidelines

• Eligibility: Only suppliers registered on EPADS are eligible to participate.

• Tender Documents: Interested bidders may obtain specifications and tender documents from the Office of the Officer In-Charge, Store, VRI, by submitting a written application along with the specified (non-refundable) tender fee. Documents will be issued during office hours only.

• Bidding Procedure: The process will follow a Single Stage – Two Envelope system (Technical and Financial bids submitted separately).

• Bid Security: A 2% bid security of the total estimated cost is required for each tender. It must be in the form of CDR or Banker’s Cheque made payable to the Director, VRI, and submitted at the time of the technical bid opening. Bids without valid bid security will be rejected.

• Bid Submission: All e-bids must be submitted via EPADS by 11:00 AM on 07-07-2025. Late submissions will not be accepted.

• Bid Opening: Technical bids will be opened on the same day at 11:30 AM in the presence of the bidders or their representatives who wish to attend.

• Performance Guarantee: The successful bidder must submit a 5% performance guarantee of the total bid value before the supply order is issued (as per PPRA Rule 56).

• All procurement activities including submission, evaluation, and award will be conducted strictly under the Punjab Procurement Rules 2014, as amended.

• The Director, Veterinary Research Institute, reserves the right to accept or reject any or all bids as per government rules.
