District Council Multan invites online bids through the EPADS (E-Pak Acquisition and Disposal System) and PPRA for the following civil works project. Only contractors, firms, or suppliers registered for Income Tax and Sales Tax are eligible to apply.

Important Instructions for Bidders

E-Procurement Process:
This procurement will be done exclusively through EPADS. Interested parties must be registered on EPADS to participate. The complete bidding documents and tender notice will be available online on both EPADS and PPRA websites. -
Bidding Method:
The project follows a Single Stage – One Envelope procedure under Open Competitive Bidding. Evaluation will be based on the least cost (unit rate) method. -
Bid Submission & Opening:
-
Deadline to submit bids: 24-07-2025 at 12:00 PM

Opening of bids: Same day at 12:30 PM
-
Bids will be opened at the District Council Multan office by the designated committee in the presence of available bidders or their representatives.

Earnest Money Requirement:
All bidders must submit a Call Deposit Receipt (CDR) from a scheduled bank amounting to 5% of the estimated cost as earnest money. The original CDR must be presented to the District Officer (I&S) at least 30 minutes before bid closing time, accompanied by the firm's official letterhead. -
Additional Performance Security:
If the lowest bid is equal to or less than 5% below the estimated cost, the bidder must submit an additional performance guarantee of at least 10% of the estimated cost, in addition to the already submitted CDR. This must be done within 15 days of notice issuance and is refundable only after successful completion of the project, as certified by the District Officer (I&S). -
Validity of Bids:

Bids without original CDR or with fake/unsigned CDRs will be rejected.

Bids not accompanied by a scanned copy of the earnest money will not be accepted.

Rejection Clause:
The procuring agency holds the right to reject any or all bids prior to acceptance, as per Punjab Procurement Rules 2014, Rule 35. -
Technical Specifications:

The estimate is based on DNIT/MRS First Quarter 2025 (valid from 1st January to 30th June 2025).

Non-scheduled items are assessed on current market rates.

Only item-wise rates will be accepted—above/below percentage rates will not be entertained.
