District Administration, Rahim Yar Khan invites sealed e-bids from eligible suppliers and firms (including sole proprietors), duly registered with tax authorities, for the procurement and hiring of surveillance-related equipment and services. This includes CCTV cameras, walkthrough gates, and other relevant tools needed for ensuring public safety during the upcoming Muharram-ul-Haram 2025.

This tender is being carried out under the Punjab Procurement Regulations 2024 and PPRA Rules 2014 (latest amendments included), using the e-Procurement platform (e-PADS).

Key Terms & Conditions

1. Only e-bids submitted through the EPADS system by registered vendors will be accepted and evaluated.

2. Tender documents, including detailed terms, item specifications, and conditions, are available free of cost on the EPADS system.

3. Bidders must deposit 2% of the estimated cost as bid security, as outlined in the bidding documents.

4. All bid documents must be uploaded via EPADS. In addition, the original hard copy of the bid security (CDR), made payable to the Deputy Commissioner, Rahim Yar Khan, must be submitted before the closing time. Failure to do so will lead to bid rejection.

5. The Single Stage – One Envelope method will be used for this procurement.

6. The successful bidder will be required to submit a performance guarantee equal to 5% of the contract amount before the supply order is issued.

7. All quoted rates should be in Pakistani Rupees, inclusive of all applicable taxes. Taxes will be deducted as per government rules.

8. The hired equipment and services should be fully functional between 1st and 10th of Muharram 2025. Quantities may vary depending on administrative needs or government directives.

9. The Deputy Commissioner reserves the right to reject any or all bids in accordance with the e-bid evaluation criteria provided in the tender documents.

10. In case of bid rejection, bidders will be informed of the reason for disqualification, though the authority is not obliged to justify it in detail.

11. If the submission/opening date falls on a public holiday, the process will continue on the next working day.
