The University of Narowal invites sealed bids from eligible and reputable contractors, construction firms, or companies who are registered with the Pakistan Engineering Council (PEC) in Category C-3 or above and have a valid registration for the current financial year. The project is for the Construction of Players’ Accommodation (Balance Works of 02 Blocks) at the National Sports City Narowal, under the ongoing project for the development of the National Sports City.

Details of Work:

1. Bidders must be registered with the Federal Board of Revenue (FBR) and the Punjab Revenue Authority (PRA) and must have an active tax profile.

2. Bids will be processed under the single-stage, two-envelope procedure as per PPRA Rules. Bidders must submit one package containing both the Technical and Financial Bids separately.

3. Completed, signed, and stamped bids must be uploaded on the E-Procurement System (E-PADS) before 12:30 PM on 15th July 2025. Bids will be opened at 1:00 PM on the same day according to Punjab Procurement Rules 2014.

4. Bidders are strongly advised not to wait until the last minute to upload their bids. Timely submission through the E-PADS portal is solely the bidder’s responsibility. For any help regarding the E-PADS portal, bidders may contact system support using the details available on the authority’s website.

5. Incomplete, unsigned, unstamped, late bids, or bids submitted by any means other than the specified online procedure will not be entertained.

6. The original Bid Security (in the required amount) must be drawn in favor of Treasurer, University of Narowal, and submitted to the Project Director’s Office, 1st Floor, Admin Block, University of Narowal New Campus, Shakargarh Road, Narowal, before the closing date and time of the E-Bid submission.

7. All bids must include valid income/sales tax registration certificates and any other required documents as specified in the tender documents. Taxes will be deducted as per government rules.

8. Bidders should quote their best and final prices, which must be inclusive of all applicable taxes, materials, and transportation costs.

9. The University reserves the right to reject any or all bids or proposals as per Punjab Procurement Rules 2014. The University Management may reject all bids at any time before the acceptance of any bid under Rule 35 of the same rules.
