Hiring of Legal Adviser / Consultant on Retainership Basis

The Punjab Cattle Market Management & Development Company, Sahiwal Division (PCMMDC-SD) invites applications from skilled and motivated legal professionals or registered law firms for appointment as Legal Adviser / Consultant on a retainership basis. The appointment will be made under the Companies (Appointment of Legal Advisor) Act, 2017.

The Legal Adviser / Consultant will handle and defend legal matters for and against PCMMDC-SD in courts of law and provide legal advice on day-to-day matters as needed. This engagement will be for an initial period of one year, extendable with approval from the competent authority.

Type of Tender:

• Single Stage – Two Envelope Bidding Procedure under Punjab Procurement Rules, 2014

• Applications will be received and processed through the E-Procurement System (E-PAD)

Scope & Value:

Interested individual lawyers or registered legal firms may apply through E-Bidding if they meet the following requirements:

1. The applicant must hold a law degree from an HEC-recognized university. Higher qualifications in law will be preferred.

2. Must have at least 10 years of active practice as an advocate of the High Court, including at least 5 years of experience advising public sector companies or organizations in a similar role.

3. Must have in-depth knowledge of civil, corporate, labour, and arbitration laws, and be able to handle related legal issues.

4. Must demonstrate strong verbal and written communication skills, and sound analytical abilities in handling legal matters.

5. The appointed Legal Adviser must not appear in any case or represent any party in matters against PCMMDC-SD.

6. Appointment will be made for one year, extendable subject to performance and approval.

7. Incomplete applications will not be considered.

8. PCMMDC-SD reserves the right to reject all applications without assigning any reason.

Required Documents:
Applicants must submit the following documents via E-PAD by 16 July, 2025, before 10:00 AM:

• Detailed CV

• Copy of CNIC

• Valid license issued by the Pakistan Bar Council

• Enrollment/Bar certificate and educational credentials

• Affidavit on stamp paper worth Rs. 100 confirming that the applicant/firm/company is not blacklisted by PPRA or PCMMDC

• All pages of the bid form/tender document must be duly signed and stamped

Performance Guarantee:
The successful bidder must deposit a performance guarantee equal to 5% of the total contract value, refundable upon satisfactory completion of the assignment.

Bid Opening:

• Technical proposals will be opened at 11:00 AM on the same day in the presence of the applicants or their authorized representatives who wish to attend.

• Financial proposals will be opened later, only for those bidders who are technically qualified. The date and time for the financial bid opening will be communicated separately.

Important:
PCMMDC-SD reserves the right to reject any or all proposals at any stage without assigning any reason.
