The Parks & Horticulture Authority (PHA) Bahawalpur invites item-rate bids through the PPRA E-Tendering System, in accordance with the latest Punjab Public Procurement Rules. Reputable firms and contractors are invited to participate under the following terms and conditions:

Eligibility Criteria

1. All interested contractors or firms must be registered with the Federal Board of Revenue (FBR) for Income Tax and General Sales Tax (GST).

2. Bidders must also be registered on the E-PADS website or through the Punjab PPRA E-Procurement System. Guidelines for online registration are available at the PPRA Punjab website.

Earnest Money & Bid Submission

3. Each participating contractor or firm must upload an earnest money deposit in the form of a Call Deposit Receipt (CDR), in favour of the Director General, Parks & Horticulture Authority Bahawalpur, equal to 5% of the estimated cost.

   • The earnest money must be uploaded with the online bid no later than half an hour before the bid opening time.

   • The original CDR must also be physically submitted to the Tender Opening Committee on the same day, at least half an hour before the bids are opened. Failure to do so will result in disqualification.

• Original CDR Submission Deadline: 8th July 2025, by 11:00 AM

• Electronic Bid Submission Deadline: 8th July 2025, by 11:00 AM

• Electronic Bid Opening: 8th July 2025, at 11:30 AM

Tender Opening

4. Once bids have been submitted electronically, all participating contractors may attend the opening session at the PHA Bahawalpur Office on 8th July 2025 at 11:30 AM, where bids will be retrieved, and the quoted rates and successful bidder(s) will be announced in the presence of the Tender Opening Committee.

Additional Conditions

5. If the lowest bid is more than 5% below the official estimate (DNIT), the lowest bidder must deposit the difference between the bid and the estimated cost as a Quality Assurance Security, in the form of a CDR from a scheduled bank, within 15 days of the bid opening date.

6. Any contractor or firm that submits false or forged documents — including fake CDRs — will be disqualified from the current tender, blacklisted from future procurement processes, and reported to PPRA for further action.

7. The procuring agency reserves the right to reject any or all bids at any time prior to acceptance, in line with PPRA Rule-35 (Rejection of Bids).
