Govt. Sadiq College Women University Bahawalpur invites e-procurement bids from registered Firms, Distributors, Dealers, and Suppliers who hold valid GST and Income Tax registrations. The tender is for the supply of General Store Items for the financial year 2024–2025, with details as follows:

Important Information for Bidders:

All bids must be submitted online through the E-Pak Acquisition & Disposal System (E-PADS) on or before 22nd July 2025 (Tuesday) by 12:00 AM.

Bids will be opened on the same day at 12:30 AM in the presence of the representatives of the participating firms in the office of the Chairperson Purchase Committee.

Bidders must ensure that their bid (as a complete PDF file) is correctly uploaded. This is entirely the bidder’s responsibility.

Tender documents containing specifications, quantities, and terms & conditions are available free of cost on the E-PADS, PPRA website, and the university’s website.

All bids must be accompanied by a Bid Security amounting to 3% of the estimated cost, submitted in the form of an original Call Deposit Receipt (CDR) made out to the “Treasurer, GSCWU Bahawalpur”.

The original bid security and proof of uploaded procurement details must be submitted in a sealed envelope clearly marked with the Tender Number and Title. These documents must reach the Office of the Purchase Department, GSCWU Bahawalpur, before the closing date and time, during office hours (8:30 AM to 4:30 PM, Monday to Friday).

Bidding will be conducted under the Single Stage – Two Envelope procedure as per PPRA Rules. Envelopes should clearly state “TECHNICAL PROPOSAL” and “FINANCIAL PROPOSAL”. Financial proposals of technically non-responsive bids will be returned unopened after the grievance period or decision of any complaint, if filed.

Bids with conditions, incomplete documents, or overwriting/cutting are liable to be rejected. Late bids will not be considered.

The university reserves the right to cancel or reject any or all bids at any time prior to final acceptance, in line with Rule 35 of the Punjab Procurement Rules 2014. Upon request, reasons for rejection will be shared, though not justified in detail.

If the bid opening date falls on a public holiday, the next working day will be considered at the same time and venue.

Bidding documents are available immediately and all conditions mentioned in them will apply. The university will not be responsible for any costs incurred in preparing or submitting bids.
