The Govt. Sadiq College Women University, Bahawalpur invites sealed e-procurement bids from reputable Firms, Distributors, Dealers, and Suppliers who are registered for GST and Income Tax. The tender is for the supply of Stationery Items for the financial year 2024–2025.

Key Details:

Bids must be submitted online through the E-Pak Acquisition & Disposal System (E-PADS) by 22nd July 2025 (Tuesday) before 11:00 AM.

Bids will be opened on the same day at 11:30 AM in the presence of firm representatives in the office of the Chairperson Purchase Committee.

It is the sole responsibility of each bidder to ensure their complete PDF bid file is correctly submitted on time. Rates should be quoted on FOR/DDP basis.

Tender documents, including complete item specifications and terms & conditions, are available free of cost on the E-PADS, PPRA website, and the University’s own website.

Every bid must be supported by a Bid Security equal to 5% of the estimated cost, in the form of an original Call Deposit Receipt (CDR) made out to the “Treasurer, GSCWU Bahawalpur”.

The original bid security and proof of uploaded procurement information must be sealed in an envelope clearly marked with the relevant Tender Number and Title. This must be submitted to the Purchase Office, GSCWU Bahawalpur on or before the deadline, during working hours (8:30 AM to 4:30 PM, Monday to Friday).

The bidding process will follow the Single Stage – Two Envelope method according to PPRA Rules. The envelopes must be clearly marked “TECHNICAL PROPOSAL” and “FINANCIAL PROPOSAL”. If a bid is found technically non-responsive, its financial proposal will remain unopened and will be returned after the grievance period or any decision on a complaint, whichever is later.

Conditional bids or bids with incomplete documentation will be rejected. Late bids and any with cutting or overwriting will not be accepted.

The University reserves the right to cancel or reject any or all bids prior to acceptance, under Rule 35 of the Punjab Procurement Rules, 2014. If requested, the University will share the reason for rejection but will not be required to justify it in detail.

Bidding documents are available immediately after publication. The University will not be responsible for any costs incurred by bidders in preparing or submitting bids.

If the specified date for bid opening falls on a public or forced holiday, the next working day will be observed at the same time and venue.
