The Cholistan Development Authority (CDA), Bahawalpur, invites item-rate bids through the PPRA E-Tendering System, in accordance with the latest Punjab Procurement Rules. Reputable engineering firms and contractors are encouraged to participate under the following terms and conditions:

Eligibility Requirements

1. Interested contractors or firms must hold valid registration with the Pakistan Engineering Council (PEC) in the relevant category and codes.

2. Bidders must be registered on the Punjab PPRA E-Procurement Portal. Information and guidelines for registration can be accessed online.

Earnest Money & Submission

3. All participating firms must upload an earnest money deposit in the form of a Call Deposit Receipt (CDR) in favour of the Managing Director, CDA Bahawalpur, amounting to 5% of the estimated or bid cost.

   • Bidders must submit their filled rates and upload the earnest money on the portal no later than 30 minutes before the bid opening time.

   • The original CDR must be submitted to the Tender Opening Committee one hour before the opening of bids. Failure to submit the original will result in immediate disqualification in front of the Tender Opening Committee.

Bid Opening

4. After submitting bids online, contractors may attend the bid opening session at the CDA Bahawalpur Office on 10th July 2025 at 2:30 PM. All bids will be retrieved electronically and the quoted rates and successful bidder(s) will be announced in the presence of the Tender Opening Committee.

General Conditions

5. If any contractor or firm is found to have submitted false or forged documents (including fake CDRs), they will be disqualified immediately, blacklisted from participating in future tenders of the CDA Bahawalpur, and recommended for further action or blacklisting by PPRA and PEC.

6. The procuring agency reserves the right to reject any or all bids at any stage before acceptance, as per PPRA Rule-35 (Rejection of Bids).

7. Any recoveries against old material credits will be adjusted manually and considered during bid evaluation.
